About the CBSS Summer University 2026 (Gdańsk, Poland)
The Baltic Sea Region (BSR) is currently shaped by overlapping transformations: geopolitical instability, climate pressures and democratic backsliding. These dynamics generate uncertainty but also create spaces for innovation and participation.
Security concerns have intensified the perception that the region must strengthen both its resilience and its capacity for collective action. The CBSS Summer University 2026 is interdisciplinarily exploring future-oriented governance, societal resilience, and democratic security in the Baltic Sea Region (BSR). The Summer School is organised within the framework of the YoPeNET-Futures project and facilitated by the Council of the Baltic Sea States.
These developments coincide with long-term socio-economic, cultural, and environmental transformation processes that require substantial adaptive capacities and coordinated efforts to harmonize fragmented institutional structures and policy responses. The Summer University addresses these harmonization processes in future scenarios about the region.
Thematic Focus
The CBSS Summer University 2026 will focus on:
- Societal and democratic resilience in the Baltic Sea Region
- Civil security and governance in times of uncertainty
- Youth participation in regional and transnational governance
- Disinformation, hybrid threats, and digital challenges
- Intergenerational and cross-sectoral dialogue between academia, policy, and civil society
- Strategic foresight and scenario-building as tools for policy-making
Participants will work at the intersection of social sciences, political science, sociology, governance studies, security studies, and futures research, combining theoretical reflection with applied, participatory methods. Through lectures, seminars, visits to relevant institutions, and workshops, students will have the opportunity to put forward their visions and engage collectively in the development of future scenarios of the region.

- about futures thinking and strategic foresight methods, including scenario-building
- skills in critical thinking, policy analysis, and collaborative knowledge production
- from experts, policymakers, and practitioners from across the BSR
- how to co-create policy recommendations addressing long-term regional challenges
how to act as future policy advisors, researchers, and civic leaders

Accommodation: Provided free of charge for participants from outside Gdańsk (twin rooms in a student dormitory)

Meals: Breakfasts are not provided. Lunches and selected dinners will be covered by the organisers.
